In my opinion it would be inexpedient to consti-
tute the Sanitary Board as an independent authority".

As the Colony is constituted at present I think
sanitation ( like everything else) must be absolutely un-
der the control of the Governor in Council.
I see nothing but friction, waste of time, and
insufficiency in any alternative course being adopted.
Under these circumstances I agree with Mr. Fran-
eis (vide his report 01 2nd. July 1889 ) that the sooner
the present Board is goi rid of the better.
I quite agree with Mr. Cooper that the sanita-
tion of the Colony ought to be entrusted to the Medical and
Public Works Departments. I think Mr. Cooper's suggestions
are practical.

I would not divide responsibility by having Un-
official Members upon any new Board to be constituted.
this matter, as in all others, the Community can make its
voice heard through the Press, and through the Un-official
Members of Council.
